What they must publish	Public machine-readable files with: In-network negotiated rates for all covered items and services. Out-of-network allowed amounts and billed charges. Online self-service cost-estimator tools that give members their expected cost-sharing for specific services.	A public machine-readable file of hospital "standard charges" for all items and services, including: Gross charges Discounted cash prices Payer-specific negotiated charges De-identified minimum and maximum negotiated charges A consumer-friendly display (or tool) of prices for a set of "shoppable services."
Goal	Let consumers and employers see plan/ insurer prices and compare costs across plans.	Let patients see hospital prices for services at specific facilities and compare hospitals.
